U.S. Army Communications Electronics Command Human Resource Specialist in Aberdeen Proving Ground, Maryland

Summary About the Position: Location is Aberdeen Proving Ground, MD working in the Communications and Electronics Command G1 Office. Responsibilities Develops, interprets, and analyzes data extracts and reports from automated HR databases and develops the most efficient and effective automated systems approaches for presenting HR reports and graphics for management. Serves as staff action officer on special projects or comprehensive studies to develop or evaluate proposals or initiatives to improve the effectiveness and efficiency of the command HRM performance. Represents the command at meetings, conferences and workshops on human resource matters. Plans, organizes and/or leads team efforts involving the review and analysis of HRM practices and procedures covering major program or potential problem areas within the Command. Applies an integrated approach to researching, analyzing and assessing the full range of diverse Command HRM program issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: one year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes 1) Interpreting human resources (HR) regulations; 2) Developing HR policies and guidance AND 3) Promote and provide administrative oversight of special programs within the command. You will be evaluated on the basis of your level of competency in the following areas: HR Information Systems Application Oral Communication Planning and Evaluating Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/NH2). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
