Indian Health Service Human Resources Specialist (Rec/Pl) in United States

Summary This position is located within the Indian Health Services (IHS), Navajo Region Human Resources, Division of Client Services. The purpose of this position is to serve as a Human Resources (HR) Specialist by performing work that involves processing, recruiting, examining, selecting and placing employees; performing job analysis; and advising management in identifying, attracting and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission. Responsibilities Grades GS-05/07: As an intermediate level HR Specialist (Recruitment & Placement) in a formal training program, the supervisor outlines overall program objectives and policies and provides technical guidance and assistance as needed. Participates with higher-graded specialists in recruitment and staffing functions, including preparing vacancy announcements, determining qualifications of applicants, developing certificates, conducting reference checks, ensuring that required clearances are obtained, making employment offers, determining pay, and processing personnel actions. Provides external placement and recruitment duties for Navajo Region IHS. Grades GS-09/11: Provides assistance to managers and applicants by providing information regarding the agency Merit Promotion program (MPP) and Excepted Service Examining Plan (ESEP). Provides guideline interpretation and assistance and determines the degree of compliance with regulations and other employment program requirements for Navajo Region IHS. Provides external placement and recruitment duties for Navajo Region IHS. Assists and performs audit of Delegated Examining Unit/Direct Hire at the Service Unit Human Resources office. Provides assistance to management on requests for highest previous rate; appointment above the minimum pay setting, recruitment, retention and relocation incentives, special pay, service credit for leave and other compensation and retention flexibilities. Provides training and orientation to HR staff, SU staff and supervisors on staffing placement functions with use of web-based applications and personnel actions. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-05: 4-year course of study leading to a bachelor's degree, or Three (3) years general experience, one (1) year of which was equivalent to at least GS-4 grade level, in the Federal service, that demonstrated the ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. GS-07: One (1) full year of graduate level education or Bachelor's degree with superior academic achievement, or One (1) year specialized experience equivalent to at least GS-5 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Receives requests for personnel actions from management to process, track, and make final appointments by utilizing HR employment systems. Prepares vacancy announcements, including all mandatory information and instructions. Assists applicants or employees with online or automated application or other HR systems including troubleshooting those systems. Assures the accuracy and proper contents of a staffing folder and employee personnel folder. GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related One (1) year specialized experience equivalent to at least GS-7 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides guidance to management on fulfilling staffing needs, such as exercising various Federal hiring authorities (internal, noncompetitive, unique or special hiring authorities, etc.). Ensures compliance with Agency internal placement program (i.e., merit promotion plan). Adjudicates veteran's preference. Rates applications against Federal qualification standard. Issues certificates of eligibles. Provides guidance to selecting officials on assessment tools for ranking purposes. Maintains an applicant file or develops standing registers. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related One (1) year specialized experience equivalent to at least the next lower grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with delegated examining, direct hire, merit promotion, excepted service hiring authorities, including the full range of competitive and non-competitive placement authorities. Providing consultation services to internal and external customers, including senior managers of an organization related to staffing/placement, recruiting, and retention. Experience in applying federal laws, regulations, guidelines and procedures governing all aspects of pay administration including pay setting procedures and 3Rs (recruitment, relocation, retention) incentives. Knowledge of Federal pay rates and systems to include the General Schedule, Federal Wage System, including Title 38 Market pay and special salaries. Experience with personnel systems to code, process, and track HR related actions. Knowledge of Prohibited Personnel Practices and Merit System Principles. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. This credited service can be used in determining the rate at which they earn annual leave. This position is NOT covered by a Bargaining Unit. This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
